Despite medical evidence proving Whitney tragically drowned in a hotel bath, Paul Huebl believes the troubled star was targeted by 'high powered' dealers to whom she owed millions of dollars.
He says he has obtained surveillance video showing two unknown men integrating themselves into Whitney's entourage.
Mr Huebl, who has published his report in US magazine The National Enquirer, says he has now turned this evidence in to the FBI.
